| Abstract | Proračunsko pravo je grana financijskog prava, skup je pravnih propisa kojima se regulira pravo predstavničkog tijela da donosi proračun i nadzire njegovo izvršavanje, sadržava propise za sastavljanje, donošenje, izvršavanje i kontrolu proračuna. Državni proračun ili kako ga još nazivamo budžet, osnovni je i najvažniji instrument financiranja javnih potreba, kojeg predstavničko tijelo donosi za određeno vremensko razdoblje, u njemu su sadržani planirani javni rashodi i sredstva kojima će se ti rashodi podmiriti, ima važnu ulogu u gospodarskom i društvenom razvoju jedne države. Različita su stajališta o samoj definiciji državnog proračuna, jer se može promatrati s ekonomsko-financijskog stajališta i sa pravnog ili društveno-političkog stajališta, ali neovisno s kojeg stajališta ga promatramo, zajedničke karakteristike su mu planiranje javnih rashoda i prihoda, te uspostavljanje njihove ravnoteže, planira se za određeno vremensko razdoblje, te prikazuje program aktivnosti države. Potrebno je naglasiti da se prilikom njegova sastavljanja, donošenja i izvršenja treba pridržavati načela državnog proračuna, kao što su načelo jedinstva, načelo potpunosti, načelo preglednosti, načelo točnosti i ostala načela koja će se u nastavku navesti i razjasniti. Proračunsko pravo, sam pojam državnog proračuna, njegova uloga i značaj u gospodarstvu jedne države, zatim način i propisi kojih se treba pridržavati prilikom njegova sastavljanja, donošenja, izvršavanja i kontrole, tema je ovog završnog rada koja će u nastavku biti detaljno objašnjena. |
| Abstract (english) | Budgetary law is a branch of financial law, it is a set of legal regulations that regulate the right of a representative body to pass a budget and supervise its execution, it contains regulations for drawing up passing, executing, and controlling the budget. The state budget, or as we also call it the budget, is the basic and most important instrument for financing public needs, which is adopted by the representative body for a certain time, it contains planned public expenditures and the funds with which these expenditures will be settled, it plays an important role in economic and social development of a country. There are different points of view on the very definition of the state budget because it can be viewed from an economic-financial point of view and a legal or socio-political point of view, but regardless of which point of view we look at it, its common characteristics are the planning of public expenditures and revenues, and the establishment of their balance, it is planned for a certain time and shows the stats program of activities. It should be emphasized that during its compilation, adoption, and execution, the principles of the state budget should be adhered to, such as the principle of unity, the principle of transparency, the principle of accuracy, and other principles that will be stated and clarified below. Budgetary law, the very concept of the state budget, its role and significance in the economy of a country, then the manner and regulations that should be followed during its compilation, adoption, execution, and control, is the subject of this final paper, which will be explained in detail below. |
