Abstract
Carina predstavlja izvor državnih prihoda, no njezina je primarna uloga zaštita domaće proizvodnje od strane konkurencije i zaštita domaćeg tržišta od krijumčarenja, uvoza nekvalitetne robe, imitacija, te robe koja može biti štetna za zdravlje i okoliš. U prvom planu je njezin zaštitni karakter. U administrativnom smislu, carina je naziv za državnu službu, odnosno organ državne uprave koji preko svojih ustrojstvenih jedinica provodi carinske propise. Kroz ovaj rad će se pobliže objasniti pojam carinske službe i njezine organizacije, kao i položaj te ovlasti carinskih službenika, a fokus će biti predan na institute carinskoga prava.
Abstract (english)
Customs represents a source of government revenues, but its primary role is to protect a domestic production from foreign competition and protect the domestic market from smuggling, import of substandard goods, counterfeit goods and goods that may be harmful to health and the environment. In the forefront it its protective character. Administratively, customs is the name for the civil service, respectively a state of administration body that implements customs regulations through its organizational units. This work will explain in more detail the concept of the customs service and its organization, as well as the position and the powers of customs officers and put the focus on the institues of customs law.
