Abstract
Tema ovog završnog rada je istražiti značaj i ulogu komunalnih djelatnosti u lokalnoj samoupravi Grada Benkovca. Komunalne djelatnosti su djelatnosti od interesa za lokalnu zajednicu – naselje ili grad kao zaseban i složen sustav organizacije društvenih odnosa, koje su od temeljnog značenja za život stanovnika. U obavljanju komunalnih djelatnosti mora se voditi računa o zahtjevima učinkovitosti i ekonomičnosti, s jedne strane, ali i o ostvarenju javnog interesa, utjelovljenog u svakoj javnoj službi, s druge strane. Lokalna vlast, kao dio ukupnog sustava vlasti koja je najbliža građanima, u mogućnosti je pratiti i prepoznati potrebe građana i na vrijeme reagirati kako bi se potrebe građana zadovoljile u najvećoj mogućoj mjeri. U radu je, na temelju zakonskih propisa i općih akata Grada Benkovca, utvrđeno koje se komunalne djelatnosti obavljaju u samom Gradu Benkovcu i njegovoj okolici, njihov značaj i uloga, način obavljanja, financiranje te nadzor nad obavljanjem djelatnosti.
Abstract (english)
The theme of this final paper is to explore the importance and role of communal activities in the local government of the City of Benkovac. Utilities are activities of interest to the local community - settlement or city as a separate and complex system of organization of social relations, which are fundamental for the life of the inhabitants. In the performance of public utilities, account must be taken of the requirements of efficiency and economy, on the one hand, but also of the realization of the public interest embodied in any public service, on the other. Local government, as part of the overall system of government closest to citizens, is able to monitor and identify the needs of citizens and respond in a timely manner to meet citizens' needs to the fullest extent possible. In the paper, based on legal regulations and general acts of the City of Benkovac, it is determined which utilities are performed in the City of Benkovac itself and its surroundings, their importance and role, the manner of performing, financing and supervision over the performance of activities.
