Abstract
Prava pripadnika nacionalnih manjina, odnosno manjinska prava moguće je odrediti kao skup posebnih prava koje služe zaštiti, očuvanju i unapređenju nacionalnih ili etničkih, kulturnih, jezičnih, vjerskih i drugih identiteta i posebnosti pripadnika nacionalnih manjina i manjinskih skupina te ostvarivanju njihovog punog uključivanja i integracije u društveni, gospodarski, politički i kulturni život. Manjinska prava čine sastavni dio široke lepeze ljudskih prava i predstavljaju svojevrsnu nadgradnju nad temeljnim ljudskim pravima i slobodama, koja se općenito mogu odrediti kao univerzalne ljudske vrijednosti, odnosno prava i slobode čovjeka. Temeljna ljudska prava i slobode zajamčeni su svakom čovjeku, dakle i pripadnicima nacionalnih manjina. U tom se smislu može sagledati i poseban značaj međunarodnih instrumenata i standarda zaštite općih ljudskih prava u kontekstu zaštite, ali i unaprjeđenja položaja manjina.
Abstract (english)
The rights of members of national minorities, or minority rights, can be defined as a set of special rights that serve to protect, preserve and enhance national or ethnic, cultural, linguistic, religious and other identities and particularities of members of national minorities and minority groups, and to achieve their full inclusion and integration into social, economic, political and cultural life. Minority rights form an integral part of a wide range of human rights and represent a kind of building upon fundamental human rights and freedoms, which can generally be defined as universal human values, i.e. the rights and freedoms of man. Fundamental human rights and freedoms are guaranteed to every person, that is, members of national minorities. In this sense, the special importance of international instruments and standards for the protection of human rightsin the context of protection and the improvement of the position of minorities can be considered.
