Pravne norme su pravila o ponašanju ljudi, koja sadrže sankcije koje će se primijeniti u slučaju njezina nepoštivanja. Pravna norma je zahtjev koji izdavatelj norme upućuje drugima kako se trebaju vladati u određenoj situaciji. Pravne norme su vezane za državu, odnosno proizlaze iz državne organizacije.
