Abstract
Tema završnog rada je proračunsko pravo. Pri izvršenju proračuna vodi se računa o prikupljanju sredstava za podmirenje rashoda, kao i o učinkovitom trošenju javnih prihoda pa tu govorimo o financijskim funkcijama. Proračunsko pravo dio je financijskog prava koji regulira materiju o pravu predstavničkog tijela da donosi proračun i kontrolira njegovo izvršenje te propise koji se odnose na materiju tehničke prirode sastavljanja, donošenja, izvršenja i kontrole proračuna. Gospodarske funkcije temelje se na činjenici da je proračun danas neophodan sudionik gospodarskog života. Socijalne funkcije temelje se na načelu socijalne države, teži se stvaranju pravednije raspodjele gospodarskih i socijalnih životnih sadržaja.
Abstract (english)
The topic of the final paper is budget law. Budget execution takes into account the raising of funds to cover expenditures, as well as the efficient use of public revenues, so we are talking about financial functions. Budget law is a part of the financial law that regulates matter on the right of the representative body to adopt the budget and control its execution, as well as regulations related to the matter of the technical nature of the preparation, adoption, execution and control of the budget. Economic functions are based on the fact that the budget today is a necessary participant in economic life. Social functions are based on the principle of the welfare state, striving to create a more equitable distribution of economic and social life contents.
