Abstract | Razvoj lokalne samouprave datira još iz 7. i 8. stoljeća kada se počele pojavljivati prve primitivne teritorijalne organizacije koje su ustrojene po principu hijerarhije. Danas, lokalna samouprava regulirana je cijelim nizom zakonskih propisa, a po "starom" modelu ustrojena je u obliku piramide. Pored podzakonskih propisa u Republici Hrvatskoj lokalna samouprava je regulirana Zakonom o lokalnoj i područnoj (regionalnoj) samouprave. U završnom radu lokalna samouprava je analizirana na primjeru Grada Trogira pa je u predmetu istog analizirana gradska uprava Grada Trogira u sklopu koje su ustrojena tri glavna odjela: Upravni odjel općih poslova lokalne samouprave i društvenih djelatnosti, Upravni odjel za financije, gospodarstvo i EU fondove i Upravni odjel za prostorno uređenje, imovinsko-pravne poslove, komunalnu zaštitu i zaštitu okoliša. Pored ranije spomenutog analiziran je i strateški razvojni program odnosno vizija i strateški ciljevi i prioriteti, te lokalna samouprava Općine Seget Donji. |
Abstract (english) | The development of local self-government dates back to the 7th and 8th centuries, when the first primitive territorial organizations that were organized according to the principle of hierarchy began to appear. Today, local self-government is regulated by a whole series of legal regulations, and according to the "old" model, it is organized in the form of a pyramid. In addition to by-laws in the Republic of Croatia, local self-government is regulated by the Law on Local and Regional (Regional) Self-Government. In the final paper, local self-government was analyzed on the example of the City of Trogir, so in the same subject, the city administration of the City of Trogir was analyzed, which includes three main departments: Administrative Department of General Affairs of Local Self-Government and Social Activities, Administrative Department for Finance, Economy and EU Funds and Administrative department for spatial planning, property and legal affairs, communal protection and environmental protection. In addition to the previously mentioned, the strategic development program, i.e. the vision and strategic goals and priorities, and the local self-government of the Municipality of Seget Donji were analyzed. |
