Croatia built its legal framework for the right to a trial within a reasonable time on the basis of the Charter of Fundamental Rights of the EU, and specified this issue legislatively in the Law on Courts (Official Gazette 28/13, 33/15, 82/15, 82/16, 67/ 18, 126/19, 130/20, 21/22, 60/22). Trial within a reasonable time is the most frequently analyzed area of fair trial in the Croatian judiciary, and such a trend is hardly susceptible to significant changes. The reasons for this are twofold: firstly, the parameters that define a reasonable time develop very slowly, and the second reason is that in order to respect this standard, a reform of the part of the Croatian judicial system that encompasses this problem is necessary, and these reforms are complex and slow processes that often include numerous cases of trial and error solutions. From the processed case judgments of the European Court of Human Rights, it is clear that Croatia still does not have effective legal means that could resolve disproportionately long procedures that could have been completed in a much shorter time. The fact that the difficulty and length of such a procedure puts Croatia in an unfavorable legal position is also significant, leading the country itself to a lawsuit before the European Court of Human Rights and projecting the fact that the national Croatian legal system itself cannot complete a certain court procedure within a reasonable time.
