Abstract
Proteklih 40 godina donijelo je veliki napredak teoriji i praksi javnog upravljanja. Porijeklo „javne uprave“ u modernom vremenu kao znanosti i profesije može se pratiti do kameralizma, germanske verzije merkantalizma, koja se pojavila nakon 1500., ali je nestala sredinom devetnaestog stoljeća. Javni menadžment je tijekom godina postao „nov“ i „noviji“. Od sredine 1970-ih, zajednički žargon političara i javnih administratora, kao i onih koji donose politiku i provoditelja politika, uvelike se temeljio na neoliberalnom konkurentnom modelu slobodnog tržišta. Razmišljanje i terminologija tržišne ekonomije proširili su se kroz dvorane birokracije, postavši glavni put ka reformama i promjenama u modernim državama.Pristup suočavanja s modernim državama kao organizacijama ili institucijama snažno je ukorijenjen u administrativnim i upravljačkim znanostima.
Abstract (english)
The past 40 years have brought great progress to the theory and practice of public administration. The origins of “public administration” in modern times as a science and a profession can be traced back to cameralism, the Germanic version of mercantalism, which emerged after 1500 but disappeared in the mid-nineteenth century. Public management has become "new" and "newer" over the years. Since the mid-1970s, the common jargon of politicians and public administrators, as well as policy makers and policy makers, has been largely based on the neoliberal competitive model of the free market. The thinking and terminology of the market economy has spread through the halls of bureaucracy, becoming the main path to reform and change in modern states. The approach of dealing with modern states as organizations or institutions is strongly rooted in the administrative and managerial sciences.
