Abstract
Jedinice lokalne samouprave su općine i gradovi. Grad je jedinica lokalne samouprave u kojoj je sjedište županije te svako mjesto koje ima više od 10.000 stanovnika i predstavlja urbanu, povijesnu, prirodnu, gospodarsku i društvenu cjelinu. Grad ima statut kojim se uređuje samoupravni djelokrug grada, njegova obilježja, javna priznanja, ustrojstvo, ovlasti i način rada tijela. Grad je pravna osoba. Izvršno tijelo grada je gradonačelnik koji se bira na neposrednim izborima sukladno posebnom zakonu te zastupa grad. Građani mogu neposredno sudjelovati u odlučivanju o lokalnim poslovima putem referenduma i zbora građana. Gradsko vijeće je predstavničko tijelo građana i tijela lokalne samouprave koje donosi akte u okviru djelokruga te obavlja druge poslove u skladu sa zakonom i statutom
Abstract (english)
The local authority units are municipalities and cities. The city is a unit of local authority in which the county seat is located and in addition a unit with more than 10.000 inhabitants. City represents the urban, historical, natural, economic and social center. The city, as a local authority unit, is regulated by statute which prescribes and determines self-governing competence, it’s characteristics, public recognitions, organization and authority of city bodies. The city is a legal entity. The executive body of the city is the mayor who is elected in direct elections in accordance to a special law, and he represents the city. Citizens can directly participate in local decisions through referendums and citizens assemblies. The city Council is a representative body of citizens, it adopts the acts and does other tasks in accordance with law and the statute.
