Abstract
Rad se bavi carinskim sustavom Republike Hrvatske. Od hrvatske samostalnosti pa do danas u hrvatskom su carinskom sustavu nastupile velike promjene. Najveći utjecaj na promjene u carinskom sustavu imali su međunarodni sporazumi, ugovori i konvencije, članstvo u Svjetskoj trgovinskoj organizaciji te pristupanje Republike Hrvatske u Europsku uniju. Hrvatska je morala implementirati europsko zakonodavstvo te sada primjenjuje zajedničku carinsku politiku prema državama članicama Unije te prema trećim državama. Dio autonomije po pitanju carinske politike izgubljen je ulaskom Republike Hrvatske u carinsku uniju, no i dalje postoje područja carinskog postupanja koja Hrvatska regulira sama. Osim toga, postoje i prednosti članstva u Uniji po pitanju slobodnog trgovanja i carinskog postupanja. Kroz rad je utvrđeno i kako prihodi Carinske uprave imaju velik značaj u ukupnim prihodima državnog proračuna.
Abstract (english)
The paper deals with the customs system of the Republic of Croatia. From Croatian independence until today, great changes have taken place in the Croatian customs system. International agreements, treaties and conventions, membership in the World Trade Organization and the accession of the Republic of Croatia to the European Union had the greatest impact on changes in the customs system. Croatia has had to implement European legislation and is now implementing a common customs policy towards the Member States of the Union and towards third countries. Part of the autonomy in terms of customs policy was lost with the accession of the Republic of Croatia to the customs union, but there are still areas of customs procedure that Croatia regulates itself. In addition, there are the benefits of membership of the Union in terms of free trade and customs treatment. The paper also established that the revenues of the Customs Administration are of great importance in the total revenues of the state budget.
