The aim of this paper is to examine the Republic of Croatia's constitutional system in light of the Covid-19 pandemic. The Constitution is the highest normative legal act in the state's legal system. Constitutional law recognises and safeguards the interests of the relevant social group. The Corona-19 epidemic compelled all countries, including the Republic of Croatia, to implement a variety of preventative measures. The issue of this study is the constitutionality of actions implemented during the pandemic. The Republic of Croatia's Constitution states that in order to establish limitations, a state of emergency may be declared by using Article 16, or Article 17, and that the Parliament must decide on those limitations by a vote of absolute majorities. Although it did not proclaim a state of emergency, the government of the Republic of Croatia did declare a coronavirus epidemic. It also amended the Civil Protection System Act by introducing the occurrence of special circumstances. The Civil Protection Headquarters issued a Decision on the prohibition of leaving the place of residence and permanent residency in the Republic of Croatia, which restricts movement and human rights. So, it may be claimed that the actions made during the pandemic were not in line with the Constitution of the Republic of Croatia, but because the disease was unknowable and unexpected, it was thought necessary to adopt specific measures to stop the disease from spreading.
