The aim of this work is to point out the state of passenger insurance in traffic, explaining passenger insurance for road, rail and air transport. The transport of passengers is regulated by regulations that in their totality constitute road, rail and air traffic law. The work explains the regulations of the European Union and the regulations of the Republic of Croatia for each form of passenger insurance Passengers need to be insured in all branches of transport because of the numerous damages that threaten them. It is also necessary to regulate the responsibility of the carrier in the case of damages that may befall passengers, in order to protect passengers. With this aim, numerous regulations were adopted at the level of the Republic of Croatia and the European Union. The goals of the European transport policy are, among other things, the definition of the passengers rights and obligations, as well as their harmonization with international legal regulations. The passenger insurance contract must be concluded by owners of land transport vecihles and airlines that provide public passenger transport services. The institute of compulsory insurance in traffic, which protects passengers in all branches of transport, is significant for Croatian law. At the level of the European Union, the most significant acts are the decrees and directives that regulate the above-mentioned topic.
