Administrative doctrine is a logically coordinated set of ideas about desirable and valuable ways of organizing and operating public administration. It should be emphasized that administrative doctrine is not a theory and has no scientific ambitions. Contemporary administrative development is characterized by administrative doctrines that themselves represent a reflection of social, economic, and other circumstances. This paper analyzes its development, i.e. contemporary development, which greatly contributed to the changes in other countries by the ruling administrative doctrine. There are historical developments from cameralism to post-managerial administrative doctrines. New Public Management, one of the most important doctrines, which has been accepted from Anglo-Saxon countries to international organizations, has its significant role in contemporary administrative doctrines. NJM is aimed primarily at deregulation, liberalization. The essence of NJM is the need to reduce the difference between the private and public sector, because this is the only way for public administration to be economical and efficient. Good Governance, which represents a turnaround in relation to NJM, appeared in the 90s of the 20th century. It is aimed primarily at the creation of such an administration that will optimally meet those social needs, which are a prerequisite for the balanced development of modern society. The doctrine of good governance was developed by international institutions such as the UN, the World Bank, the OECD and the EU. In the EU, the concept of good governance was particularly promoted through the EU White Paper from 2001.
