A city as a unit of local self-government represents the basic form of territorial organization in which citizens are enabled to manage local affairs. Cities are legal entities and have their own powers, which include budgeting, managing communal services, spatial planning, caring for upbringing, education, culture, sports, social welfare, healthcare and other local issues. These powers enable cities to effectively respond to the specific needs of the local population. The city bodies consist of the city council as a representative body and the mayor as an executive body. The city council makes key decisions such as the budget and spatial plans, while the mayor implements decisions and is responsible for the day-to-day management of the city. Larger cities often have additional working bodies, such as city administrative departments and services, which assist in specific segments of management. Cities with more than 35,000 inhabitants may have the status of a large city, which allows them to take on broader powers, including state administration affairs. In this way, cities as units of local self-government play a key role in the development of social and economic infrastructure at the local level.
